United States VISA Lottery
First, not every nation is eligible for the USA VISA Lottery. In general, citizens of countries with historically low immigration rates to the United States may be able to apply.
Country: Diversity visas are available to citizens of six different countries. Africa, Asia, Europe, North America, Oceania as well as South America, Central America, and the Caribbean, are among these areas. The rate of immigration to the United States is low in certain areas. Eligibility for the USA Visa Lottery
FIRST: Individuals born in nations whose natives qualify may be eligible to participate. There are two more ways to qualify if you were not born in one of the qualified countries. Is your partner a native of a nation with historically low immigration rates to the US?

Each year, between October 1st noon, Eastern Daylight Time (EDT) (GMT-4) and November 3rd, applicants must submit DV entries electronically at dvlottery.state.gov.
This is a once-a-year event. Make sure you send your entry in on time. There will be no late or paper entries allowed. During each admission time, the law permits just one entry per individual.
